1. the wings will be able to produce enough downforce up to a point. evenutally, the foils will reach $C_{Lmax}$ and then the foils will stall and the submersible will rise again. At this point, the pitch angle of the entire craft coud be adjusted so that the propellor points directly up and the craft stays submerged that way.
